Project Liberty is an advanced manufacturing facility for USA Rare Earth, constructed by Clark Construction Group and Frampton Construction (Clark/Frampton), acting as a joint venture. Located on a 124-acre parcel in the Bailey Industrial Park, the 800,000-square-foot campus will serve as a domestic processing hub for critical minerals, producing sintered neodymium-iron-boron (NdFeB) permanent magnets and heavy-rare-earth strip-cast metal.

The scope of work encompasses mass earthwork, site utilities, offsite infrastructure improvements, and a 800,000-square-foot main building designed to accommodate heavy industrial and highly specialized metallurgical processes.
